The Caesar Rodney Institute's "Spend-O-Meter" is calibrated to the total budget passed by the General Assembly for Fiscal Year 2010. This total budget includes $3,091,534,300 for the operating budget, $284,497,000 for the capital budget and $35,398,511 for the grants-in-aid bill, which combine to total $3,411,429,811

Methodology
The Caesar Rodney Institute's "Spend-O-Meter" project reflects all operating, bond and grant-in-aid disbursements per HB 290, SB 190 and SB 295 from the 145th General Assembly. Delaware state government's current fiscal year runs from July 1, 2009 through June 30, 2010.
The Spend-O-Meter calculates the amount based on the "clock time" of the viewer's computer. Viewers with incorrect time settings or malfunctioning computer clocks may see inaccurate numbers.
