Dr. Christopher D. Casscells, MD Director, Center for Healthcare Policy
| Dr. Casscells, a board certified orthopedic surgeon, practices general orthopedics with a specialization in arthroscopic surgery of the knee and shoulder at his Wilmington practice, Casscells Orthopedic and Sports Medicine. His work in minimally invasive surgery is years ahead of many of his colleagues and resulted in his receiving a patent for his Coagulating Cannula, a thermal surgery instrument. His approach to building a strong doctor patient relationship improves all aspects of his medical care - from diagnosis and treatment to rehabilitation. Casscells serves as president for the Delaware Academy of Medicine and the University of Virginia Medical School Foundation. He is affiliated with the Christiana Care Health System, Glasgow Surgery Center and Wilmington Hospital Center for Joint Replacement - where he serves on the steering committee for the facility. He is a member of the American Academy of Orthopedic Surgeons, the Arthroscopy Association of North America, the Yale Orthopedic Association, the Medical Society of Delaware, Delaware Society of Orthopedic Surgeons and the Delaware Academy of Medicine. His medical degree is from the University of Virginia and he performed his general surgery residency and orthopedic residency at Yale University. In 2000 he completed the Repicci Unicondylar Knee Replacement Course, at the Academy Learning Center in Chicago.

| Jim has had an extensive business career with a special interest in organizational development and operations. Most recently as Vice President, Operations and Technology for Crane Plastics in Columbus, Ohio, his efforts resulted in recognition of the company as the industry's leader in new products and services. The Operator and Technical Training Program supporting restructuring brought employees at all levels into the success of the company. Prior to that he formed a consulting business to assist small businesses moving from entrepreneurial to growth stage of development by building secure and informed networks around clients through individual consulting, seminars and peer-to-peer advisor teams to assist clients to move to the next level of success. Previous positions include President of Sun Choice working at the national level for long-term care, Director of Operations for CertainTeed Corporation, and with Corning Glass Works, Medical and Consumer Divisions, developing international supply networks and serving on the government affairs team to secure approval for a multi-national merger. Jim earned his Executive MBA in International Business at INSEAD in Fontainebleau, France and his Bachelor of Arts with concentrations in History and English at Providence College, Providence, RI. There, he was commissioned Second Lieutenant, Armor Branch, Army of the United States. He completed his career as a Major serving with the U.S. Army Reserve, 98th Division, 3rd Brigade Combat Engineers in the state of New York. His community service has focused on small business and development of young people. As a board member for North Market Development Corporation and Team Nimbus of Virginia he helped develop strategies for operational excellence, worked with local pubic and charter schools and associations to increase awareness of career opportunities in manufacturing and distribution. He is a member of the American Legion. Jim and his wife, Johanna, have five children, four grandchildren and live in Milton, DE.

Dr. John E. Stapleford Director, Center for Economic Policy and Analysis johnstapleford@caesarrodney.org
| Ph.D. in urban and regional economics (University of Delaware), M.A. in government and planning (Southern Illinois University) and B.S. in chemistry (Denison University), is a professor emeritus of economic development from Eastern University and most recently worked as an associate director and senior economist with Moody's Economy.com. He was Director of the Bureau of Economic Research at the University of Delaware and the co-founder of the Delaware Small Business Development Center. During graduate school Dr. Stapleford worked as a research associate in the University of Delaware's Census and Data System. Following graduate school he was a research economist in the office of the Governor of New Jersey. He was a member of the Governor's Community Investment Task Force and the Mayor's Wilmington Economic and Financial Advisory Council. He has served as a member of a number of public service organizations including the Governor's General Motors Task Force, the Governor's Urban Community Revitalization Task Force, the Secretary of Finance's Indigent Health Care Working Group, the Labor Market Information Committee of the Delaware Private Industry Council, and the Project Self Sufficiency Task Force. Dr. Stapleford is a founding member of the board of the Caesar Rodney Institute, a trustee emeritus of The Independence School, a former member of the Board of the Delaware Academy for Youth, the Board of the Methodist Action Program, and the Board of the Delaware First State Community Action Agency, and former President of the Board of Greater Wilmington Youth for Christ.

| David T. Stevenson holds a B.S. in agricultural economics from Rutgers University, and is founder and president of One Call Services, Inc., a home remodeling company. In his twenty-three years at DuPont, Dave worked with both economic and technical issues including serving in technical service, business management and new business development. His areas of focus included pioneering work in the production of photovoltaic cells and wind turbines, and work on new battery designs. Dave has started four successful businesses since leaving DuPont and they are now run by family members. He helped start a mentoring program for entrepreneurs at the University of Delaware, is an "angel" investor with First State Innovations, and helps analyze new business opportunities. He was a founding member of Delaware's Green Building Council.

| Omar Borla has a M.A. in economics (University of Delaware) and a Licenciatura (B.Sc.) in economics (Univeridad Nacional del Sur, Argentina). He was Director of Latin America Service and Senior Economist for the WEFA Group (now IHS Global Insights), Senior International Economist and Vice President with Merrill Lynch, Chief Economist for Latin America with Robert Fleming Inc, Senior Economist and Vice President with Santander Investment Securities, and Senior Economist and Director with Dresdner Kleinwort Securities. Mr. Borla has participated in drafting economic reform plans and designing economic policies for controlling hyperinflation and facilitating private investment in Argentina. He is a widely recognized expert on emerging economies. |

Samuel D. Friedman Communications Coordinator sam@caesarrodney.org
| Born in Manhattan, and raised in Pennsylvania, Sam is now the Caesar Rodney Institute's Communications Coordinator. He graduated from Quinnipiac University in Connecticut with a B.A. in Broadcast Journalism in 2011. As a student he worked at the Quinnipiac University Polling Institute as a bilingual poll conductor. He also worked for WQUN 1220 AM as a studio producer for Bobcats Athletics, and he interned with WTNH-TV as a sports assistant. Prior to coming to Delaware, Sam worked in the offices of Topaz Partners, a new media public relations firm in Boston. There he was responsible for editing and sending out press releases, as well as conducting online research and fact-checking for senior management projects. In addition, Sam is an Eagle Scout and a soccer referee in his spare time. He currently resides just south of Dover.

Barrett Kidner Executive Vice President
| Barrett joined the E.I. du Pont de Nemours & Co. in 1962 in corporate purchasing. He resigned in 1979 to form Aramchem Corporation, an international petrochemical trading company headquartered in Los Angeles, California. In 1984 he returned to Wilmington, Delaware, and became a principal in CPM Industries, a domestic chemical trading and brokerage company. In 1990 he formed The Barrett Group, an import/export consulting company. He also developed an international marketing and sales program for a U.S. manufacturer of proprietary heating systems and worked with Delaware's congressional delegation to overcome non-tariff trade barriers for export of U.S. built equipment, including environmental data transfers.
Barrett earned his Bachelor of Engineering Degree in Industrial Engineering from Johns Hopkins University and commissioned a Second Lieutenant, Corps of Engineers, Army of the United States. He completed his military services obligations in the U.S. Army Reserve as commander, Headquarters Company, 304th Engineer Battalion, (Combat), 79th Infantry Division with the rank of Captain.
His community service activities include: Chairman, Board of Trustees, First Presbyterian Church in Newark Delaware. President, Johns Hopkins Alumni Association, Los Angeles Chapter. Member, Governors International Trade Council, State of Delaware; Member, Foreign Trade Committee, Delaware State Chamber of Commerce; Member, Planning Commission, City of Newark, Delaware.

Jessica Bargar Kuperavage Intern
| A Delaware native, Jessica is a Ph.D. Candidate at Pennsylvania State University, where she also earned her M.A. in the Department of Communication Arts and Sciences in 2010. She received her B.A. from Christopher Newport University, where she majored in Communication and double minored in Political Science and Leadership. As an undergraduate, she was in the President's Leadership Program, and also won a stipend for research on democracy promotion. As a graduate student, she has been affiliated with Penn State's Center for Democratic Deliberation, for which she is a 2012-2013 fellow. Her research focuses on persuasion in health campaigns and public deliberation about health policy. |
